I do not have a specification readily available. Can someone inform me on the allowable mill tolerance on the wall thickness?

The information is listed in Table 3 of ASTM A312, with tolerance percent expressed as over/under from nominal wall, and is based on t/d ratios of your piping. The under tolerance is constant at 12.5% from nominal. The over tolerance varies per t/d. I would suggest you purchase an electronic file copy of this specification.
