Do you know about any code or standard that recommends or indicates a minimal madatory air conditioned air changes for casinos and bingos?

As per ASHRAE Standard 62, 15 L/s (30 cfm) per person is the outside air requirement.

The ventilation is as per HVAC68's post but the total air flow depends on your space load and air distribution type.  Underfloor air distribution or displacement ventilation may have a reduced airflow as opposed to a ceiling supply system, as you may be able to ignore/reduce the lighting load in the space.

There are two airflow rates you need to consider.

a. Fresh air rate.
b. Total air conditioned supply rate.

a. will depend on the use of the space and if smoking is allowed. Generally 8l/sec per person freash air if no smoking and 16l/sec per person with smoking.(in pubs this can be up to 15ac/hr for busy high population density spaces)

b. As walkes says,work out the space heating and ccooling load and the airflow needed to heat and cool the room. This usually exceeds the fresh air rate.Typically this can be 10 to 30ac/hr. At rates above 20ac/hr you need to be careful how you put the air in as it can get draughty. (Try Swirl diffusers or displacement vent if the space is high enough)

Casino and bingo hall quite different applications.  Vegas style Casinos concentrate Oxygen Content and generate Ozone to keep a player awake and functioning long after he should have gone to sleep. This calls for very specific levels of fresh air, and some interesting arrangements to diffuse all air deliveries...Its a whole sub-industry of HVAC...

The practise has certain implications to other design details as well. That atmosphere makes certain surface finishes decay or discolor comparatively quickly, and can create some very biologically active "hot points" such as fountains.  

In the past there were even accusations that central nervous system depressants were being introduced to the airstream...Rest of the story holds that when the objections surfaced, the response was to quit another practise.  Diluting the liquor....
