We are looking for what the angle of repose should be when considering winter sand (the stuff placed on the road up north here).  The material is pretty well graded with most particles less than 12mm.

If possible, a direction on where we might find this information in a text or website would also be apprecieated.

You are describing well-graded medium sand.  Per Fang, "Foundation Engineering Handbook, 1991, the range is 35-40d.

Remember: The Chinese ideogram for “crisis” is comprised of the characters for “danger” and “opportunity.”
