Just wanted to confirm if a simple ratio ( old delta p / new delta p ) can be used to prorate the pressure drop in a line for a new flowrate.

new dp =  ( Q2 / Q1 ) * old dp.

No, only the electrical people have it so easy as straight linear relationship.

Most hydraulics and water piping is turbulent, and pressure drop is very roughly flow squared. i.e. 2 x flow = (2)^2 = 4 times pressure drop.     3xflow = 9x pressure drop.
