We currently have 7 floating licenses in an office environment, and all users are on PCs.  With the release of SW 2005 License Borrowing was added.  Is there anyone out there who has used this before, that can tell me how it works...or if it works?

To download the user guide for FlexLm.  I've used this license borrowing in a Pro/e environment and it worked great.  It allowed me to checkout a license to work at home.  You can also go onto FlexLm's website.  But I think this is something your VAR should help you with since they know how your system is setup.
