I have a question: Are pipe flanged spools  between the outlet/inlet tank valve and the tank itself allowed? If not, what is the reason?

I've never heard of such a prohibition.

I've had clients which insisted on them.  The rationale was that the inner spool was removed during entry to give them a positive break.  The spool on the piping side could be removed to allow access to temporary piping, vacuum trucks, etc.
