I want my dimensions to be scaled to the scale I have of my viewports in paperspace.  In Dimension Style Manager under Fit, there is an option to "scale dimensions to layout (paperspace)".  I tried this but, even when I updated the dimensions, they remained the same size.  It would make sense if I had several viewports for AutoCAD to be confused, by I only have 1 viewport in paperspace.

Do I need to write a LISP script to do this?  What does the "scale dimensions to layout" actually mean anyways?

You need to use the Zoom command with XP option to change scale dimensions in your viewport.  Also, you need to look at viewport bar to select multi viewport selection. As an alternate solution,you can select the viewport border.  the viewport bar will indicate what scale you are using and can change this setting.  ACAD is usually has 64 viewport as a default setting.  This means that you can have up to 64 viewports in your drawing.

You need to have that box checked, and make sure there are no overrides.  Then, you must be in the floating viewport when adding dimensions (working in the viewport through paperspace)  They will come in based upon the scale of the viewport you are in (make sure you are using the correct dimension style too)
