I'm not structural, please forgive the novice question. When bars come out of the grade beam and are lapped into the column, how close does the grade beam's vertical dowel need to be to the column's vertical bar? Are they separate altogether (ie is the only concern the development length into the column)? Do they just need to be tied? Do they have to be placed as one continuous bar? Is there a place I can go to read more about this?

I don't know if this has changed or not in later editions of the code or not. I personally like to keep bars that I am splicing closer together than this requirement.

I just looked at an ACI 318-05 edition (hot off the press).
There is a slight change in section 12.14.2.3
"Bars spliced by noncontact lap splices in flexural members shall not be spaced transversely farther apart than one-fifth the required lap splice length, and 6 in."
Notice, the only change is the word "nor" changed to "and".
Go figure.
