When I do a "splines by points" in a sketch and select points in the background, the spline is not sketched in the X-Y only as all other sketch entities are, instead it actually creates it in 3d. Is this right? Shouldn't it project everything to the active sketch.

If you're concerned about the spline not being in the sketch with connecting curves, have no worries. Just make the spline associative & it will retain the link to the sketch curve endpoints, midpoints, etc.

I'm used to Solidworks where every entity in the sketch is is in the 2d plane that defines the sketch.
You guys think this is bug, kind of a hassle to have to project the points into teh sketch for just splines. Lines, circles, and arcs do fine.

Another option you may wish to consider is to create the spline entity as a feature and project it into the plane. This is less repetitive in terms of no. of points but may screw with the curvature of the spline.
The nice thing about UG sketcher is that you don't have two separate sketch types as on Solid Works which has 3D sketch and 2D sketch which are basically limited to their own functionality advantages and disadvantages.

Not sure what you mean about the UG sketcher. It is a 2d sketcher right? Other than this 3d spline in the sketch deal which I'm not sure is a bug or not.
It seems you have the same kind of options in UG, a 2d sketcher like Solidworks, and the curve functions that don't use a sketch which Solidworks 3d sketch attempts to emulate.

Create Studio splines outside the sketch as individual features, and constrain them to geometry in sketches etc.
