Hi Guys:

If I want to size DCW for an office building with 10 water closets with flash tank and two urinals with flash valve what would be the criteria for pipe sizing? Should I go all the way down to meter considering a system with flush valves and corresponding oversized pipes or I need only to do that for branch pipes feeding flush valves and treating the rest of system as a flash tank domoinated system?

You could probably get away with sizing on the flush tank side since your system is predominately tanks.  

You just need to make sure you will have the water flow and the pressure available for the flush valves.

There is a "plumbing engineering forum" at this site as well.  And quit saying "flash tank"!
