When I draw a line coincident to a circle, the end point of the line snaps to one of the four quadrants (to make it tangent).... how do I turn that automatic relation off? I know there must be a box in the Tools>Options area...but can't seem to find it.

Look under Tools>Options>Sketch>Relations/Snaps
