It appears as though the default calloutformat.txt_2 file has changed in 2005.  I have been removing the tap drill from my hole callouts.  A recent thread had me looking at this file again.  This file looks as though it takes the tap drill out.  Hooray!  For those not familiar there are two calloutformat.txt files that control hole callouts in drawings.  These files are located in Program Files\SolidWorks\lang\English.  The file without “_2” controls the callout.  Rename so that you switch the names and you should be all set.

It hasn't changed, callout format 2 has been the simplified callout for some time.  The actual callout comes from the file calloutformat.txt, to use the simplified version just rename the files.
