I was referring to the following clause in Eurocode-2 (EN 1992-1-1).

The clause 6.4.4 (2) defines the punching shear strength of a concentrically loaded concrete column base as below:

Vrd = Crdc*k*(100*p*fck)1/3*2d/a >= Vmin * 2d/a

 ie. Vrd = (Expression1) >=(Expression2)

I interpret the clause as that the value of Vrd shall be equal to expression 1 but not less than expression 2.In other words I shall consider the greater of the two expressions as the value of Vrd.

But the clause also specifies that the lowest of the two values should control the design.

This looks like a contradiction.

Can someone clarify the correct interpretation?

I've just looked at the code. I agree Vrd is the greater of the two expressions. I can't find anything in the clause which indicates that the lower value controls the design. Either I'm missing it or you have read it somewhere else where it may not be relevant...

The statement that the lower value controls the design is given in the paragraph just above the expressions for Vrd.

In my version the statement is as follows -

The punching shear resistance of a slab should be assessed for the basic control section according to 6.4.2 The design punching shear resistance [Mpa] may be calculated as follows:

The paragraph referred by you is for slabs as per Clause 6.4.4.(1), while the condition I am referring to is specified for Column bases in Clause 6.4.4 (2)
