What is considered the minimum safe distance for an oil filled transformer to be located near a building's Fire escape,doorway and window ETC.ETC? What or where would you find a reference?

Try Military Handbooks MIL-HDBK-1008 and MIL-HDBK-1022 for guidance, at least as to military practice.  These have probably been superseded by UFC (Unified Facilities Criteria) but will be helpful in any case.  Look at www.ccb.org and browse the library.

Local building code used in your area should be checked.  This is generally more of a fire code issue than an electrical code matter.
