I'm a startup company and looking for leads to finding projects I can bid on that aren't government projects.  Are there any websites out there that offer the ability to review and submit bids on projects you are interested in?

What services are you offering?  If you are an engineering consulting firm, bidding for projects is not normally the approach.  In fact, many engineers try to avoid bidding for professional services (would you take the lowest bid from six doctors to operate on your brain?).
