we have a 132kv external line near a plat which has been conected to big strong network(general neetwork), we want to use this line and build 33kv primery voltage, without transformer , is there any way to reach this matter?

1. You may use a 132kV motor connected on the same shaft to a 33kV generator.  The 132kV motor may be a little cumbersome with the required insulation.
2. You can build yourself a 4:1 resistive voltage divider (3 of them), which will provide the supply you want.  Just make sure it is rated at 132kV.  There will probably be significant losses from it though.
3. You can build yourself a capacitive voltage divider.


But I suggest a transformer.

There is no such thing as a 132 KV motor. Use a transformer typically wye primary, wye secondary, delta tertiary.
