A discussion between a friend and myself has my curiosity peeked. I don't see any such requirement in my ASME code books, that a PE stamp the drawings/desgin for fabrication...or is this more of a state law issue?
What is required to design and fabricate a pressure vessel...according to the law and the ASME code?

AG-301 USER’S RESPONSIBILITY
AG-301.2 Certification of User’s Design Specification.
A Professional Engineer, registered in one or
more of the states of the United States of America or

vessel design, shall certify to the compliance of the

In many, perhaps most, states, the PE seal requires that the work be done by, or under the direct supervision of, the PE in question, not merely reviewed and stamped after the fact.
Generally, for a custom-made vessel, the PE seal would be the state where it was to be installed, not the state of manufacture.
Check your state PE rules for the final answer. They're usually available online, among other places.

As already pointed out, a VIII Div. 1 vessel has no ASME requirements for any PE stamps. Even in (at least some)states where the PE Act requires that all calc's be stamped this requirement is routinely ignored. I don't recall ever seeing a PE stamp on any documentation relating to a Div. 1 vessel. Perhaps on some consultant's report where the consultant felt like putting his stamp on the cover sheet.
Division 2, on the other hand requires not one but two PE stamps. These PE certifications could conceivably be the same but in practice are usually not. As Mr. Thill pointed out in his post, AG-301 requires that the user clearly detail the design requirements for the vessel (including things like design liquid level mentioned in another currently active post). This User's Design Specification must be certified by a PE.
The second PE stamp is required on the Manufacturer's Design Report which involves the calc's and design of the vessel to the design requirements called out in the User's Design Spec.

the mfr is responsible for the correctness, so
do not get fouled by a stamp.
