A contractor holding a valid R Stamp is installing a flush patch in a NB registered vessel which was originally radiographed 100%.  To save time they want to use UT to inspect their weld 100%, in lieu of RT, per Code case 2235. I'm not familiar with this particular Code case, but I'm told it deals with the particulars of how such UT shall be performed. It seems to me that this option would have to be designated an alteration, with reference to the code case made on the R2 Form.  Any thoughts would be appreciated.

That should be OK. See the NBIC. The stamp holder must have an agreement with their AI.

If this is an in-service vessel, Part RC-2051 of the NBIC allows for various NDT methods to prove the integrity of the repair. Per your description, this would be a repair.
