Can anyone shed light on a welding spec we have been quoted for a repair job for a crane/associated equipment. Client has quoted welding to "1E 0099E". We are not failiar with this reference & wondered if anyone else has come across it?

I would ask the customer to supply the
specification if they have it.  They
must be going to check against it or
are they asking you to certify that
you have met the spec.

Depending on you location you may be required to be designated as a repair station and use the OEM's welding qualifications and procedures for the specific repair.  This was OSHA, among others requirement on certain lifting equipment.  We had repair status on fork trucks, underslung gantries, and two brands of cranes.  All others we had to bring in an authorized repair service.
I would definitely get the OEM's written permission for the repair.

It sounds lke a company's in-house reference number, I don't recognise it as refering to any of the usual welding codes.
