Does anyone know if there is a good Traffic Signal Design(Signal Timing, Conduit installation, Detectors, controllers, mast arm installation) Course available anywhere in US

On second glance, the ITE courses are more oriented to capacity, safety, and warrants, not design.

You might try your state's Department of Transportation.  They may have training available, or at least a manual that you could use.  Consider asking a signal contractor if you could tag along on some of their work.

You might try IMSA (Internation Municipal Signal Association)  They offer certification classes all year in various City's.  It's not limited to just traffic signals, they also cover Signs and Pavement Markings as well as Work Zone Traffic Control.  They teach right out of the MUTCD.

A lot of members of IMSA work for municipalities, making it a great networking tool to meet others in your field.
