CATIA default seems to have blue dashed drawing borders, whilst I have discovered how to turn these off prior to creating the view, in layout with view frame, as far as I can see they can not be hidden once the view is created and if they are switched off prior to view creation then the view can not be moved.  

Has anyone found a work around for this?

You can turn off these "blue frames" in the property sheet.  But, these frames will not print, they will only show on your screen or in any screen grab.  File/Save As for dxf, cgm, pdf, etc. also will not show these frames.

Right click, properties (on each view).

As ahbugeye mentioned, though, they are only there for reference.

These blue frames will help you to see which view is active.  Such as in v4, you will need to be in the correct view in order to edit some things inside the view (such as creating lines, or trimming lines.)  

Instead of having a VU button to change the views, you can either double click on the blue dotted line or right click on this same line and select activate view from the pop-up menu.  All construction lines and points will be visible when the view is active.  Also, when activated, the dotted line around the view will change from blue to red, in order to indicate to you which view is activated.  

You can hide these blue frames, but they are only there to help you, and as ahbugeye says, will only output to the screen when using a screen grab.  In all other forms of output, these lines will be invisible.
