Underlying Table Problems

(OP)
Hey Experts,

I have a form which has about 30 fields.  This form has some data that was downloaded from the mainframe.  It is the users job to enter more data to complete these records.  I wanted to know how do I make it so that users can only access one record at a time.  Before they can move on to a new record they must complete the required data.  I have a procedure that was given to me by one of the experts and it works great but for the required fields.  This procedure does not allow you to save the record if the required fields are not coded. The user can still use the scroll on the mouse and use the combo to move on to new records without completing the current record.  I don't want to use the required field property to carry this out because when I add more records to this table the required fields that are not coded before the download will give me a problem.

Can someone help me
