I'm learning a little about the subject for my dissertation and I suggest you contact Smartfibres at www.smartfibres.com. They are leaders in the field of optical strian sensing.

The University of Connecticut has done some optical fiber work in the civil field.  Try contacting their Engineering Department, maybe they could help you.

Many structures have been or are being monitored in Canada, using optical fiber sensors. The research work being done is part of the ISIS Canada network. More information can be found on their site: http://www.isiscanada.com/
