Can anyone help me with a set of calculation to determine the correct angle of penetration, tension, overbend and sag radii for an offshore pipelay barge.

I need to program a computer control system to produce these factors dymanically, for any pipe to be laid, to allow adjustments to the stinger angle, and the anchor and pipe tensioner loads.

I don't know of any computer programs for what you are trying to calculate.  However, Design of Tubular Structures from the Lincoln Arc Welding Foundation has a fairly comprehensive chapter on underwater pipelines and stress calculations.
