I do not know anything about California framing and an Engineer in our office told me you do not need to do calc for California framing (dormer?), can anyone tell me what exaclty is California Framing and do you need to do calculation?

California framing is no more than overbuild framing.  It is just stick framing in the field usually over a trussed roof for a dormer roof like you mentioned before.  As for the comment about it does not need to be calculated.  You should always take the time to design everything for yourself to know what you are specifying.  If the engineer in your office has a detail for you and has run the calculations on it, then just review how he detailed it.
