I've been searching for weeks for a pump that can be used to spray 50/50 methanol/water at high pressures in a car. 1000 psi would be ideal, but I'll consider anything over 200. The best I have been able to come up with is a small portable electric pressure washer pump coupled to a dc motor. 3 gph would be sufficient flow. Any ideas are greatly appreciated.

A Prominent chemical feed pump could do this. You might need to discharge into a high pressure cylinder with vapor pocket with or without a diaphragm to dampen pulsation. Any vapor exposed to the liquid will entrain in the liquid to some extent depending on conditions. Keeping the cushion gas separate from the product is one reason for a diaphragm in the cylinder. In your case the entrained gas may be useful for atomization so you may not need a separation diaphragm. You may also need a power inverter because I am not sure if you can get the pump in DC.
