When I use SOLVIEW and SOLDRAW to create views of a 3D solid model, all of the arcs which are part of the views appear correctly in paperspace.  However, OSNAP does not recognize any circular arcs and they also cannot be dimensioned.  Is this a known bug in Autocad 2000, or am I doing something wrong?

I would venture to guess that you are doing something wrong.  I have never had the problems that you state.  The only thing that I can think of is that you might have overlapping views.  With overlapping views AutoCAD might be trying to snap to something in one view when you want to pick something in the other view.  If this is the case, try resizing or moving the views so that they don't overlap then try to snap to what you want.
