If the vessel is in service, we modify it in the shutdown period.
Refer to Thread794-114267, in case of fillet welding (no fusion on base metal), should we perform hydrostatic test again?

If the vessel is in service, in my opinion this falls under the NBIC (the National Board Inspection Code).
IF the welding can be classified as a repair versus an alteration (you indicate modification, which could be an alteration but there is not enough information in your post to indicate this);
the answer is NO.
IF the modification is classified as an alteration regardless of the fillet welding;
the answer is YES.
