Does anyone have any experience with welding in NY? Do they have their own welder certification process?

If it is for boiler and pressure vessel weld repairs - the city and State of New York follow the National Board Inspection Code (NBIC), and require a National Board Certificate of Authorization to perform Weld Repairs on boilers and pressure vessels. This means that ASME Boiler and Pressure Vessel Code, Section IX qualification for welding procedures and welders is required for welding.

If your cell tower is part of a NYSDOT contract, then your welders have to NYSDOT certified. You need to call the NYSDOT MetalS Engineering Bureau (518) 457-4526 to make arrangements for having the welder(s) certified.
Normally on a private project, it's up to the owner to specify the certification needed unless state law such as the requirement cited by METENGR governs. The NYS Building Code Section 1704.3.1 cites AWS D1.1 as the basis for inspector qualifications.

I understand that this gets sticky if say your tower could be used by a city entity or falls under the local building code. This has required application of the aforementioned certification for many jobs thorough indirect association.
Watch you materials as NY is tight on Fracture Critical Materials.
