Flexural Modulus: The ratio, within the elastic limit, of the applied stress on a test sample in flexure to the corresponding strain in the outermost fibers of the sample.

Tensile Modulus: The measure of the initial resistance of a material to longitudinal stretching.

Rule of Thumb...
Flexural modulus applies to bending.
Tensile modulus applies to stretching.

Flexural modulus applies to bending.
Tensile modulus applies to stretching mentioned by Miner00 and allen4 is right

Usually for metals, Flexural modulus = Tensile modulus.

But for plastics flexural modulus is quiet different from tensile modulus as well as compressive modulus.You can check it out at www.matweb.com
