Is there any valid theory to consider Metal pan (18GA) with welded rebar (#4) as a composite structure?  This assembly may have been utilized for stair landing.  Any input would be appreciated. Thanks!

Do you mean that the rebar is welded to the deck?

There used to be a composite metal deck years ago that was plain deck with shear wires shop welded to it. I cannot think of the name of the manufacturer.

I would not trust any homemade or site made product that was not shop produced with tightly controlled welding procedures and certified manufacturer's test data.

jike - good point - for a composite deck system, the primary mode of failure is shear-bond failure of the concrete-deck interface.  With a composite system, there would be this unknown limit state of when the bond would break - so you'd not be sure exactly what you would have in terms of capacity without the testing data for that particular deck/rebar combination.
