how do you veiw non drafting labels(annotation editor) in the modeling application?

Activate drafting, then choose the display sheet icon (a flashlight pointing at a drawing).  The model view shopuld display.  Orient your wcs to reflect how you want your annotation to appear (x-y plane).

Do you mean that you've created a label in Drafting and when you go back to Modeling you don't see it? If this is the case, go into View Dependant Edit and toggle on 'View to Model' under the 'Convert Dependency' dialog.
