FOUNDATION ISOLATION REQUIRED:

Consider the following:
Existing one story rectangluar building with cmu shear walls on continuous foundations all four sides.
A new addition > 5% of existing area and therefore isolated above grade with appropriate expansion joints.

The addition is added to a corner of the existing building. New cmu walls perpendicular to the building will bear on the existing foundation unless measures are taken to cantilever foundation structures above the continuous footings.

Is there a code reference that allows subgrade structures to be tied together in such instances?

No code provision that I know of - just common sense and good engineering judgement as to what to do.
