2003 IBC Out-of-Plane Seismic

UBC 97 Section 1632.2 gave an out-of-plane seismic force for structural walls. I am trying to find the equivalent in IBC 2003 and ASCE 7-02. So far I have come across IBC 1620.2.7 but this is under the Simplified Annlysis procedure 1620.2 and would almost never be used on the west coast. I have come across ASCE 9.5.2.6.3.2 but this is anchorage only. Also ASCE 9.6.1.3 has out of plane similar to UBC but is only limited to non-structural walls. Has anyone found the elusive requirement? Again, IBC Out-of-plane forces for structural walls.

ASCE 7-02 9.5.2.6.2.8 says "...bearing walls and their anchorage shall be designed for...".  It's misleading because the section is titled "Anchorage of Concrete or Masonry Walls" but it includes requirements for the design of the wall itself, not just the anchorage.
