For designing an  fractionation plant- Trucks come in with NGL and after processing Butane & Propane bullets, with Condensate tank and trucks takes propane and condensate with Butane to a pipeline, I am not sure I should look at NFPA58 or API 2510 applies as NFPA 58 says,the NFPA 58 code shall not apply for Natural gas processing plants,refineries and petrochemical plants.

So who or how can one decide if we fall under natural gas processing plant .

I would appreciate the help

I regard API as the standard for the processing facilities such as a fractionation plant.  However, your insurance requirements likely identify the basis to answer your question.  If that is not helpful, check into the Factory Mutual documents.
