What is the best NDT method for this joint? I am speaking of the full pen tube butt weld.

It really depends on what tube you are concerned with but a general statement would be RT, either radiography or x-ray, if the weld is anything but a MIG weld where you might want to consider UT.  

Come back with some more specific information as to sizes and possible welding methods.

You should refer to the appropriate standard or code for weld inspection requirements.

AWS D1.1 requires RT or UT for CPJ butt welds in tubes when the weld is made from one side without backing but limits UT of butt welds to thickness from 5/16" to 8",  For your 1/4" thick tube butt weld, RT must be performed if the weld is made without backing.

Thanks for you the help.

I actually was reading the right AWS section 3.13.3, however, I misread it.

I can make a full pen joint with welding being done from one side and use backing bar. I will require the joint to be testing using magnetic particle.
