I need your guidance:

I have tube steel that needs to be jointed at a splice point that requires full pen welding. I must develop the joint.

AWS does not provide a pre-qualified full pen joint. I am asking that the welder must be a 6GR qualified/certified. Do I need also have qualified for new joint? If so, what is the right verbiage to put on the plans?

More than likely he will.  First we need the code or standards you are working under.
You have part of it covered but we need more information as to sizes and materials of the tube in question and if possible the thickness the welder would or has qualified to.
If we know your tube sizes we can specify what qualification the welder  has to have.

The tube is 12X4X1/4.

If you are involved with structural steel applications, you need to obtain a copy of the 2004 Edition of the AWS D1.1 Structural Welding Code-Steel. All of the information is contained in this code regarding weld procedure qualification and welder certification. This code should be referenced on any drawings or specification for this job.

Per ASW D1.1, 3.13.3 (2), "There are no prequalified joint details for CJP groove welds made from one side without backing"

You can make the butt joint with backing using a "prequalified joint" WPS.

Thanks for you the help.

I actually was reading the right AWS section 3.13.3, however, I misread it.

I can make a full pen joint with welding being done from one side and use backing bar. I will require the joint to be tested using magnetic particle.
