I have 28 feet span and 25 feet span in other direction.If I run beam 28 feet long than beam spacing is 25 feet.Now the effective width of concrete (b) will be L/4 = 7 feet.
I want to know how the slab between these two (conc)flanges of beam will be deisgned?(the 25'-7'=18' of slab)

I think you should read up on the basic design of concrete structures in a text book. Your education obviously has not covered it. Get a good RC design textbook and read it.
