I am getting ready to design a two story office building which will be on piles.  Steel beams and columns will carry loads to multi-pile footings.  The problem I have is at the perimeter grade beams.  They will carry brick veneer and stud walls.  The side walls will be load bearing.  The geotech has suggested just letting the lower slab "float".  We are using 12" piles.
I would appreciate any suggestions for details of the perimeter grade beams such as width, pile embedment, what to do at edge of slab, etc.

Your perimeter stud walls are just brick back up walls carrying transverse C&C wind load, right?  They are not load bearing.  

IF geotech permits and the soil bearing pressure allows, What we typically do for this type of walls is to provide thickened slab footing @ perimeter with a 'notch' @ exterior face for brick bearing.  

IF the soils are bad enough that you have to use piles to support the 'grade beam', you could provide the same detail, except it will be a concrete beam spanning between column pile cap with a notch at exterior of grade beam for brick bearing.  

Your SOG may be butt end to the face of beam with 1/2" exp. jt.  Your exterior stud wall may bear on top of grade beam with lt gage track fastened to resist the transverse C&C wind shear.

If wind load and grade beam span are significant, you should check for torsion, provide enough stirupps.  I would use minimum 14" wide beam just because it is hard to construct a 12" wide beam with min. 2 longittudinal bar and stirrups.
