Watt hour meter short circuit in Zinsco panel???

Has anyone ever heard of or observed a watt hour meter short circuit within a 70's era Zinsco residental apartment meter panel?  I was told by an electrician that when he looked up in the meter panel and wiggled the meter slightly on the backside of the meter arcing occured between it and the panel sheet metal.  The panel is a Zinsco brand.  I have heard of some problems with these model panels but was not sure how the meter may have had a role in this problem.  I was wondering if anyone has seen any loose bus bars in this region on similar panels.  I was told that the arcing was observed on the Load side of the meter.
