I am looking for .032 DIA TYPE 304 CORROSION RESISTANT STEEL SPRING WIRE, which meets ASTM A313 that is supplied in lengths, not coils or spools?

Cut and straightened is not common in this size.  Most spring formers work from coil.  You should be able to get some but the minimum order quantity may be larger than for coil.
