Is there any criteria or experience for vibration  monitoring of piles driven near burried pipelines? What do we have to watch for? Any minimum frequency expected

You will be looking for a PPV criterion (Peak Particle Velocity ) I don't believe ther are criteria set as norms or equivalent. You should check with the owner of the pipeline. I recently tendered on a job where the owner of a gaz pipe was setting a limit of 50 mm/s as PPV.

Apart from establishing the PPV, you may also consider establishing an action plan for quality control during construction, for example, "at 50%PPV, inform project manager", "at PPV, stop work", etc.  This assumes that you have someone monitoring the vibrations during construction.   This way, you can avoid problems during construction.  By the way, have you considered avoiding driven piles altogether and adopting cast-in-place concrete piles instead?

Have a look at "Ground-borne vibrations arising from piling" CIRIA Technical Note 142 isbn 0860173518. There is also a British Steel note "Control of vibration and noise during piling" but I'm afraid I only have a copy of it and no other reference.

Look at the Florida Department of Transportation website...they have criteria for structures.
