Leaking Rockwell-Edward's Hermavalve

I am having a leaking problem with the following valve:
Rockwell-Edwards Hermavalve
3/4" Model 15104T Class 2
I have two of these valves in series for isolation. A globe valve for isolation would not have been my first choice; but, that is what I am stuck with. The valves began leaking soon after installation, about a drop every five seconds. I believe the valve was shut during the welding(stellite seats). The fluid is borated water(nuclear plant- that is why a small leak is a big deal).
Does anyone have experience that might shed some light on this problem?

The current Edwards catalog says that valve has a "40 year or 40,000 cycle, zero leakage guarantee when used in nuclear service". What does your local Edwards rep say?
