I don't know how the IBC requirements on this but per the 1997 code when designing for these type of structures within the equation there is (1+ hx/hr).  For this type of structure, what does hx/hr equal to? I have used several different approaches and have not been questioned on this but I would like to hear other approaches.

what is the procedure in designing a structural steel watertank with more or less 20,000m3 capacity? what is in consideration to arrived an exact thickness of steel plate?
