Does anyone know who regulates the rate of odourant injection into gas lines?  Canada in particular / Alberta

I think that 49 CFR Part 192.625 may apply in the US.  Regardless of the Canadian agency, you may need to obtain a copy of ASTM D 6273, Standard Test Methods for Natural Gas Odor Intensity.  You may also want to obtain ASTM D 5305 Standard Test Method for Determination of Ethyl Mercaptan in LP-Gas Vapor if applicable.

BTW, D6273 is a sniffing method. ASTM D-1988-91(2000) can also be used.
