EN61000-4-3 is a basic standard and has the least priority when compared to either the Generic Standard or applicable Product Standard for a device. This standard contains a table that lists test levels and performance criteria.
Under what condition could that table possibly apply? If someone would use this standard to test their product for CE compliance, would they not be in violation since, at least, a generic standard exists?
