we have an old foundation with (5)14" x 14" x 3'-8 high piers
which we plan to reuse at a loading of 65k max at one pier
an old drawing shows the pier to have (4) #6 dowels in the corners and #4 pier ties at 8" spacing. does this sound right? footer is 2'-0 thk and yields a soil pressure of 1570 lb/sq ft.

The next step is to assess the load capacity of the piers. Since you have the drawings that is relatively easy, however you must convince yourself that they were actually built according to the drawings, some probing or non-distructive testing (NDT) should solve that.
