How do I keep the text on a drawing fixed while I rotate the drawing around it.

Rotate all objects except for the text?

If you mean text in model space that refers to specific objects in model space and must remain local to those objects and therefore must be rotated with the objects, it can't be done.

Can you move rather than rotate?

You might be OK if your text are really associatve leader dimensions.

You can re-rotate the text after they are rotated but be most LISP or other macros rotate the text about it's insertion point which may not be to your liking.

You could select all of the text as a block
then rotate everything else.  You could put
the text on a different layer, turn it off,
and then rotate everything.

BEst way I find is to rotate the drawing then isolate the text layer.

Rotate 1 piece of text and then Match Properties.  If you have varied sizes of Text then use the CHTEXT command and rotate to a specified angle.
