I am trying to find a pre-packaged repair concrete to be used on the face of corroded steel concrete piles where the concrete coping has fallen away.  Where might I find such a concrete or what other alternatives are there?  Thanks for your advice in advance.

I would be wary of merely refilling with repair concrete (Sika etc can help).

Corrosion shows attack has been ongoing and identification of cause is a very important thing. I suggest you may reinforce by hoops and new layers of concrete, be it in formwork or shotcrete. Fiber reinforced plastic all around may also be sued yet if some kind of impact is thought to deteriorate the thing I would go for what above preferably.

Also ensure anything you let stay is good concrete not at all visibly cracked.
