(OP)
What is the acceptable out of plumb deviation for a 50 meter steel chimney.  At the moment we are erecting 27 meter chimney is 5 inches out of plumb.

RE: Plumb deviation for a 50m steel chimney

The CICIND code for steel chimneys specifies an out-of-vertical tolerance of 25mm or H/600, whichever is greater.  For a 50m stack the out-of-vertical tolerance would be 83mm (H/600).  By comparison, 5" in 27m is approximately H/200.

Refer to International Committee on Industrial Chimneys'  webpage, http://www.cicind.org/, for more information.

ASME STS-1 may also have the info you need on stack plumbness.
